This could possibly be a capelet for an older child or adult or a cape for a smaller child.
Felt cape base with felt applique Halloween shapes. Some of the appliques may be manufactured and applied to the cape. Other pieces appear to possibly hand cut and applied.
Cape is a semicircle shape with shoulder seams sewn in.
